User does not have permission to create a new plugin

Hello, I am trying to publish Gretty plugin (https://github.com/akhikhl/gretty) to plugin portal via com.gradle.plugin-publish. Currently I’m facing an error: “user does not have permission to create a new plugin”. I accurately followed the instruction at https://plugins.gradle.org/docs/submit?_ga=1.53550312.1133474701.1418448983
Can you help me fixing this?
