The user does not have write permissions to publish plugin

I am trying to publish marklogic-development-tools plugin and see permission issue , this is a new plugin i am trying to publish to existing(marklogic) account , i am able to publish a newer version of existing plugin to the same account.

  • What went wrong:
    Execution failed for task ‘:marklogic-development-tools:publishPlugins’.

Failed to post to server.
Server responded with:
The user ‘marklogic’ does not have write permissions to plugin [com.marklogic.ml-development-tools]

Can you please help me to fix this issue ?
