Javadoc packages missing (1.7 & 1.8)

I have a very simple package tree at the moment …/math …/time …/time/testing …/example

when i run “gradle javadoc” all the packages are built but the only ones that show up in “all classes” are time & example there are no links to the math or time/testing packages yet the html files are there for direct specification
