Where to download latest gradle-kotlin-dsl artifact?

Gradle used to publish the gradle-kotlin-dsl artifact on Index of libs-releases-local/org/gradle/gradle-kotlin-dsl, but nothing is there for versions after 6.1.1 release. How should plugin authors get the compile-time dependency for kotlin-dsl APIs?
