At runtime:

        ResourceBundle bundle = ResourceBundle.getBundle("one.empty3.apps.opad.Bundle");

Gradle doesn’t copy resource properties file.

I have found the solution:

task copyTask(type: Copy) {
    from 'src/main/java/.'
    into 'build/classes/java/main'
}
