Posters can't dispute that a question or problem has really been answered or solved

Who decides whether a question is answered?

Should it be the person asking the question (and a moderator) or…?

I think it is not always ok if the one answering the question marks it as answered. The person asking the question might have expected a ‘different’ answer.

Only moderators can mark questions as answered.

I thought there was a way for the OP to dispute the answer, just trying this out.

In my email notifiactions, I get this (with a link to mark the question as answered):

Luke Daley , an employee of Gradle, replied to Who decides whether a question is answered?, a question about Gradle.
