rootProject.name in settings.gradle not honored?

HI

I run a simple gradle project name “javacc” located in a directory named “javacc-martel” with
settings.properties set to

C:\Users\fandre\Documents\git\javacc-martel>type setting.properties
rootProject.name = 'javacc'

with build.gradle as

C:\Users\fandre\Documents\git\javacc-martel>type build.gradle
plugins {
  id "ca.coglinc.javacc" version "2.4.0"
}
apply plugin: 'ca.coglinc.javacc'
apply plugin: 'java'
version='7.0.0'
repositories {
    flatDir {
        name "fileRepo"
        dirs "repo"
    }
        mavenCentral()
        dependencies {
                javacc 'net.java.dev.javacc:javacc:4.1'
                testCompile 'junit:junit:3.8.2'
        }
}
uploadArchives {
    repositories {
        add project.repositories.fileRepo
    }
}
jar {
    manifest {
        attributes("Implementation-Title": project.name,
                   "Implementation-Version": version)
    }
}
artifacts {

}

but the rootProject.name setting in settings.gradle is not honored as show below. What did I miss?

C:\Users\fandre\Documents\git\javacc-martel>gradlew  properties
:properties

------------------------------------------------------------
Root project
------------------------------------------------------------
project: root project 'javacc-martel'
