Gradle IDEA transitive dependencies

Continuing the discussion from Gradle tooling api ignores configuration transitivity settings:

Perhaps the subject could be edited to clarify that this is not a generic “tooling api” issue but is specific to “idea”.

So after reading through this still not clear for me where is the issue?
