Besides that 4.4 is really ancient and you should upgrade, mavenCentral() should work just fine.
I am on the way to upgrade with a new phonne. But i do it project by project.

No idea, probably not, never heard even anything similar.
Got the error. The NDK version was not up to date. It is something related to the kernel build version.
