Is 4.0 RC3 available?

I see that there is a 4.0 RC-3 release in GitHub but the banner in the forums is still for 4.0 RC-2. Is RC-3 ready for testing?

Hey Baron, yes there’s RC3 released and ready to be tested (contains internal changes; not any user affecting issues though). Expect 4.0 GA soon!
