Gradle bizarrely trying to fetch dependency from Gradle Plugin Portal

Same problem as I’m seeing: Plugin Portal Dependency Resolution Failing Due to JCenter Usage.

I think that when you add a plugin the plugin portal dependency gets added automagically. I’ve never had to list it explicitly.
