I have a task for cloning a git repo (https://github.com/palominolabs/gradle-git-clone-task), but since it’s only a task and not a plugin, it’s not clear to me if that should be included in the plugin portal, or if that’s even possible given that the submission instructions are rather focused on plugins specifically.

At the moment there’s no specific provision for this kind of thing. It’s something we are planning on supporting at some point.
If you really want to get your stuff into the portal in the meantime, you can always just add an empty plugin implementation to your jar.
